Overview

Whitman was hired as Environmental Consultant for an ISRA case for the cessation of operations and the sale of property for a former manufacturing facility located adjacent to the Passaic River.

Chlorinated volatile organic compound (VOC) soil contamination was detected beneath the building floor. Whitman conducted remediation by excavation inside and outside the building structure.  The building required structural support to allow excavation from beneath the building floor to 6 feet.  Soil removal was successful and chlorinated VOC in ground water was addressed by monitored natural attenuation.

A vapor intrusion investigation was also conducted on and off the site.  The vapor intrusion was determined to not be occurring onsite.  The presence of sub-slab vapor on the neighboring property with similar chlorinated VOCs as onsite was successfully proven by Whitman to be from an off-site source and not the manufacturing facility.  This project also included identifying the presence of off-site sources of ground water contamination.

The project involved several meetings with NJDEP Site Remediation and Land Use representatives concerning capping of historic fill in a Flood Hazard Area (FHA).   An individual FHA permit was eventually obtained which included a hardship exemption of the zero net fill requirements in the flood plain.  This allowed the capping of the property without having to remove a significant amount of surface soil to allow for a zero net fill cap.

Remedial Action Permits for both soil and ground water contamination were obtained and Whitman issued a Remedial Action Outcome (RAO) for the site.
