Overview

Whitman was retained by the Borough of Old Tappan to investigate and remediate an approximately 4-acre property that was acquired by the Borough for use as a park using NJDEP Green Acres funding.

The property was historically used for agricultural purposes, with one residence and one commercial greenhouse located on it. The presence of soil contamination including pesticides around the former greenhouses was identified and partially remediated by excavation.

Whitman was retained as LSRP by the Borough in April 2012 to review the remediation conducted and bring the case to closure. Upon review of the site information, Whitman used compliance averaging and SESOIL modeling to show that the remaining soil contamination was not a concern and issued the Response Action Outcome on March 15, 2015
