Mr. Skoultchi is an officer of the firm with over 23 years of experience in positions of authority in the environmental and engineering field; 22 years with Whitman. He has provided expert testimony on various matters and coordinated numerous environmental investigations, design and remedial action projects, including UST, indoor air quality, soil and ground water remediation and others. His current responsibilities include overall management of the firm and plotting out the firm’s future direction and vision. Todd Gerber, P.G. COO / Executive Vice President
Mr. Gerber is an officer of the firm and has more than 21 years experience at Whitman in the environmental engineering field. He has managed numerous UST removals and other engineering projects, including those involving soils and civil engineering issues. As COO, he is responsible for contract negotiations and internal operation of the firm. Mr. Gerber holds an M.S. in Environmental Science and a B.A. in Geology, is a licensed Professional Geologist in the states of Tennessee, Pennsylvania and Delaware, and an NJDEP Certified Cleanup Star. Michael Sylvester Vice President Business Development and Marketing
Mr. Sylvester has over 19 years of public/private sector experience in the environmental industry and is recognized on both National and State levels as a leader in Brownfields. Mr. Sylvester provides technical, financial and strategic consultation on matters involving environmental investigations, remediation and redevelopment of commercial and industrial properties and has extensive experience in obtaining financing and grants for development projects, especially those with environmental issues. He is responsible for all corporate business development and marketing strategies, programs and efforts. He is also responsible for all budgets, forecasts and corporate goals as well as general business development and strategic planning. Ira Whitman, Ph.D., P.E. Principal
Dr. Whitman is a recognized expert on site remediation and on compliance with ISRA, the New Jersey Industrial Site Recovery Act. He serves on the Site Remediation Advisory Committee, a group established to assist NJDEP in implementing its site remediation activities. Dr. Whitman has served in an expert capacity on numerous cases involving environmental compliance and litigation. He has prepared expert reports and testimony involving ground water and soil contamination, site redevelopment, and a wide variety of regulatory and legal matters. Dr. Whitman is an authority on Brownfield site redevelopment. He has prepared numerous articles and presentations on the subject, and has lectured extensively on the restoration of urban properties. Dr. Whitman received his B.C.E. in Civil Engineering from The Cooper Union; his MS from the Polytechnic Institute of Brooklyn; and his Ph.D., in Environmental Engineering from The Johns Hopkins University. Richard Britton, P.G. Vice President Site Investigation Services
Mr. Britton has more than 20 years of experience in the environmental engineering field. He provides expert testimony on a variety of matters including environmental issues. He is a recognized leader in the management, technical oversight, and performance of a broad variety of environmental compliance programs for public and private clients. Areas of expertise include design and implementation of soils and ground water remedial investigations, feasibility studies, corrective action initiatives and hydrogeologic site characterizations. Mr. Britton is known in the industry for his expertise in evaluating and understanding environmental contamination issues in complex geologic settings. David Robinson Senior Vice President

Michael Metlitz Director of Environmental Compliance
Mr. Metlitz has over 20 years of experience in the environmental engineering field, including air compliance and permitting projects for industrial facilities, environmental health and safety issues, and Right-to-know surveys. He is responsible for ensuring that all Whitman staff are current on environmental laws and policy changes. In addition, as a former NJDEP Case Manager he managed over 40 ECRA projects, several of which were multi-million dollar cleanup liability situations. Edward Sullivan, P.G. Director of Hydrogeology
Mr. Sullivan has over 20 years of experience in the environmental industry. He manages complex remedial investigations, hydrogeologic investigations, and remedial actions. Mr. Sullivan is involved in many site cleanups where innovative in-situ remedial technologies are used to remediate contaminated soil and ground water projects throughout the mid-Atlantic region. He is also recognized as an expert witness and provides expert testimony on an assortment of environmental matters. He has completed Graduate Studies in Hydrogeology and Environmental Science and holds a B.A. in Geology. Edward J. Huss, Jr., P.E. Program Manager
Mr. Huss has over 9 years experience in the environmental field, and extensive experience in site remediation. Michael Russo Director
Mr. Russo has more than 20 years experience in the environmental field. He is responsible for managing environmental investigation and remedial action projects. Mr. Russo acts as Whitman’s Project Manager for all residential UST insurance claims, which require claim investigation, site assessment, site remediation and oversight, and reporting. In addition, Mr. Russo acts as Whitman’s Project Manager for New Jersey Schools Development Authority (NJSDA) projects. His involvement ranges from overseeing preliminary assessments to site investigations to remedial actions. John W. Colagrande, Jr., P.E. Senior Vice President
Mr. Colagrande has over 18 years of experience in engineering design and construction quality control for a variety of assignments such as housing developments, roadways, bridges, institutional projects and telecommunications facilities. He is responsible for the direction and growth of the firm’s engineering group and for developing and managing multi-discipline engineering projects in both the private and public sectors. Steve Mazurek, PLS, PP Director of Surveying
Mr. Mazurek has over 30 years of experience as a licensed professional working statewide performing surveys which include Superfund sites, large boundaries for government agencies and public utility companies, telecommunication sites, site surveys for site development, pre-fabrication steel measurements, municipal surveying and a host of other “out of the ordinary” surveys. He is responsible for coordinating the professional staff to provide Professional Surveying services to existing and developing clients; mentoring staff technicians in all aspects of the profession. Mr. Mazurek is a licensed Professional Land Surveyor in New Jersey and a licensed Professional Planner in New Jersey. Carey Ruetsch Director
Mr. Ruetsch has more than 22 years experience in engineering design. He is responsible for management of the civil engineering and geotechnical engineering components of the company service line. Mr. Cipollone has over 15 years of experience in commercial development. James H. Major Vice President
Mr. Major has more than 30 years of engineering experience in both industry and consulting. Frederick Missel, P.E. Vice President
Mr. Missel has over 15 years experience in HVAC systems design, installation and service for both commercial and residential use. Richard Fell, P.E. Director of Engineering
Mr. Fell has almost 50 years experience in the engineering industry. Mr. Fell has engineered and designed many successful HVAC systems for both new and existing projects, including building renovations. Some examples are major hospital expansions and renovations, colleges and universities including campus distribution systems, office buildings, libraries, schools and governmental buildings. Mr. Fell has also designed high and low pressure steam heating systems, and hot water heating systems with fan coil units, radiators, unit heaters, unit ventilators and similar types of terminal equipment. Ray Colelli Director
